Judith Payne

Judith E. Payne. Judy is USAID’s ICT Advisor for Agriculture in USAID’s Bureau for Food Security where she helps USAID missions and their projects use information and communications technologies as a tool to increase the reach and impact of their agriculture portfolios. She also designs and manages public private partnerships related to ICT and agriculture, including the mFarmer Initiative; the Connected Farmer Alliance and the New Alliance ICT Extension Challenge Fund. 
Her work includes the use of mobile phone applications, low cost video, radio, GIS and combinations of these for applications such as agriculture extension services, applications within the value chain connecting agribusinesses and input suppliers to small farmers, mobile money and digital financial services, weather and market price information systems. Prior to joining USAID, Judy worked for over 25 years in the US private sector, including working on all aspects of e-business, electronic commerce, and e-government: from strategic planning to hands on implementations, marketing, and pricing; from grappling with the details of transaction standards to managing software design and development. For five years, Judy was Vice President, Products and Services, at a venture capital backed business-to-business e-commerce business. She was also a management consultant to business and government at Coopers & Lybrand. Judy holds a BA from Stanford University, a master’s degree from Harvard and she was a Fulbright Scholar to Germany.
